På huvudkontoret i Solna Business Park är vi ca 400 medarbetare och tillsammans arbetar vi för att stötta och utveckla myndigheten med ca 5000 medarbetare.


Arbetsbeskrivning
Vi söker en erfaren forskare som vill vara med och forma och genomföra forsknings- och utvärderingsprojekt inom ungdomsvården och missbruksvården. I rollen kommer du att ha en nyckelfunktion där du initierar, driver och samordnar forskningsnära projekt med fokus på att skapa verklig nytta för både verksamheten och de barn, ungdomar och vuxna klienter som tvångsvårdas inom SiS. Sektionen för forskning och utvärdering är i ett förändringsarbete och som forskare förväntas du bidra till att ta fram arbetsprocesser som säkerställer både effektivitet och hög kvalitet i arbetet.

Du kommer att arbeta nära verksamheten för att säkerställa att forskningen är relevant och tillämpbar, och att den bidrar med reella underlag till verksamhetsförbättringar. En central del av ditt arbete blir att sammanföra forskning, praktik och externa samarbeten för att stärka myndighetens kunskapsbas och verka för en kunskapsbaserad praktik.

Dina huvudsakliga arbetsuppgifter kommer att vara att initiera, leda och genomföra forskningsprojekt med tydliga mål kopplade till verksamhetsutveckling. I rollen ingår även att etablera och vårda samarbeten med externa forskare, lärosäten och andra relevanta aktörer. För att lyckas i rollen som forskare på SiS behöver du trivas med att arbeta utåtriktat och tillsammans med andra. Du ansvarar för att kommunicera forskningsresultat på ett sätt som når och engagerar olika målgrupper samt för att bevaka aktuell forskning och bidra med analyser och rekommendationer för SiS verksamhet.

Kvalifikationer
Vi söker dig som har:


• Doktorsexamen inom ett ämnesområde som är relevant för SiS ansvarsområde, t.ex. socialt arbete, psykologi, beteendevetenskap eller liknande.
• Erfarenhet av att driva forskningsprojekt (utöver avhandlingsarbetet), gärna med fokus på tillämpad forskning
• Goda kunskaper i någon eller några forskningsmetoder
• Kunskap om utvärderingsmetoder
• Goda kunskaper i svenska och kan uttrycka dig väl i både tal och skrift, samt god kunskap i engelska i tal och skrift

Det är meriterande om du har:


• Erfarenhet av att arbeta inom eller med offentlig sektor, utöver lärosäten
• Erfarenhet av att kommunicera forskningsresultat till olika målgrupper
• Erfarenhet av att arbeta med utvärderingar av offentlig verksamhet

Responsibilities
1. Outbreak Detection and Monitoring Work under the guidance of an outbreak response expert to help identify and monitor disease outbreaks across Europe. This includes:

2. Disease Surveillance Support Work under the guidance of a surveillance expert to support the annual collection and analysis of disease data from EU countries. This includes:
Helping organise data calls (requests for data from countries)
Monitoring and validating the data received
Performing deeper analysis when needed and contributing to written reports

3. Scientific Advice and Information Gathering Support the development of scientific advice by:
Conducting literature reviews on diseases, pathogens, or vectors (e.g., mosquitoes or ticks)
Communicating findings clearly to support internal decision-making or public health guidance

4. Technical Meeting Organisation Support the organisation of technical meetings, for instance through the preparation of background documents, contributing to expert identification, agenda drafting and, when relevant, chairing some sessions.

Qualifications
Knowledge of relevant disease areas: Basic understanding of food- and water-borne diseases, vector-borne diseases and/or Legionellosis.
Scientific writing and communication: Excellent command of written and spoken English. Ability to write clear, structured, and professional scientific reports, summaries, and technical documents.
Epidemiological methods: Understanding of data analysis, interpretation, and other epidemiological concepts.
Data analysis: Basic skills in using R or Stata for epidemiological data analysis and visualization.
Asset (Not mandatory): Foundational knowledge in microbiology and/or entomology (e.g., pathogens, vectors) is considered an asset.

The Programme is a European regional field epidemiology training programme (FETP) and started in 1995 as a project covering EU15, funded by the European Commission and the European Public Health Microbiology Training Programme. EUPHEM was initiated in 2008 and the two programmes were merged into one with two paths (EPIET/EUPHEM) since 2017.
Fellows are fully-fledged public health professionals, and training takes place on-the-job, at national and regional centres for surveillance and control of communicable diseases, including public health laboratories in the European Union (EU) and European Economic Area (EEA) Member States.

Responsibilities
The Expert interim will report to the Head of Fellowship Programme, in the Public Health Training Section, Public Health Functions Unit.
 
Tasks include:
Mentoring fellows of the ECDC Fellowship Programme (EPIET/EUPHEM), developing a relationship by sharing experience, exploring expectations, clarifying the roles of the main actors (coordinators, fellow and supervisor at the training site)
Providing technical support and monitor the fellow’s progress
Support in the organisation and delivery of training modules, and their subsequent evaluation
Review and support in developing content and training materials, applying learning methods, for modules, including practical case studies, blended learning, and train the trainers.




Qualifications
Completed university studies of at least 3 years in an area related to the ECDC activities (e.g. Public Health, Medicine or similar)
At least 3 years, (following the award of the diploma), of professional experience acquired in positions relevant to the job description
Methodological background in Public Health, communicable diseases, Public Health microbiology and/or intervention epidemiology
Strong mentorship skills, e.g. listening actively, setting and following protocols for expectations on achieving goals, handling disagreements, tracking progress, helping the fellow to acquire and apply new knowledge and attitudes
Strong skills in scientific writing, experience of producing oral and written scientific communication outputs

Arbetsuppgifter
Som senior forskningssamordnare kommer dina huvudsakliga arbetsuppgifter att vara att följa, initiera och beställa forskning och annan kunskapsutveckling i frågor som rör det psykologiska försvaret. Du kommer även att arbeta med  att bygga upp, samordna och förbereda MPF:s vetenskapliga råds löpande arbete. The successful candidate should have the following qualifications:
? A university degree or degrees, in disciplines and topics relevant to this post, at Master’s or Doctoral level, or publications to a Doctoral degree standard;
? At least 7–8 years of experience as a researcher initiating, fundraising for and carrying out her/his own research projects;
? Oral and written proficiency in English;

The purpose of the post of Research Assistant on MENA is to support the team in producing high quality, policy-relevant knowledge on drivers of conflict and pathways to peace in the region, particularly related to state-society relations and more localised dynamics of peace and conflict.



Main tasks

The Research Assistant will work on projects related to political, social, economic and environmental drivers of conflict and pathways to peace in the region. This will include - but is not be limited to:


• Contributing to high-quality research;
• Helping communicate research findings through research papers, policy briefs, and other outlets where appropriate;
• Supporting the Line Manager and Programme Director;
• Liaising with partner organizations in the MENA region for coordinating activities with the programme’s overall agenda;
• Assisting in all aspects of the Programme’s events (organising, note taking, reporting, networking, coordination efforts);
• Contributing to the collective life of the Institute.

Requirements

The successful candidate must have:


• A university degree or degrees, in disciplines and topics relevant to this post, at Master level (peace and conflict studies, political science, international relations) with a regional specialisation on MENA.
• A broad knowledge of regional political developments in the MENA region;
• Good knowledge of peace and conflict literature, including conflict analysis and conflict resolution in general;
• Solid research skills and attention to detail;
• Experience in organizing workshops;
• Ease of writing in English;
• Fluency in Arabic.



Contract period

Starting in the beginning of March 2022, or as soon as possible, the contract period will initially last for 2 years, with the option for an extension depending on the candidate’s profile and available funding. SIPRI’s research agenda has long focused on issues relating dual-use and arms trade controls and arms transfers. SIPRI’s work in these areas seeks to raise the quality of information available on national, multilateral and international export control systems and standards, promoting further improvements in all of these areas and mapping, measuring and analysing arms transfers and evolving trends in the global arms trade. This involves maintaining the SIPRI Arms Transfers Database, producing research and publications, developing tools and concepts, conducting seminars and other awareness-raising activities, and carrying out capacity-building efforts.

 

Main tasks

The Research Assistant will work on projects related to arms transfers and to the development and implementation of international, regional and national standards in dual-use and arms trade controls and SALW controls. This will include - but not be limited to - supporting the implementation of externally funded projects by conducting data collection work; producing literature reviews; assisting with event organisation, fundraising activities and project dissemination. It will also include supporting other aspects of the Dual-Use and Arms Trade Control and Arms Transfers Programmes’ core work, such as collecting data for the SIPRI Arms Transfers Database, and taking part in the collective life of the Institute.

 

Requirements

The successful candidate must have:


• A Master degree in a relevant discipline or a Bachelor degree combined with relevant, specialised experience;
• Strong interpersonal and relationship building skills, including being a teamplayer;
• Solid research skills and attention to detail;
• An ability to work independently, organize, and manage time effectively; and
• Fluency in English both written and spoken (additional languages will be seen as an advantage; a knowledge of Swedish is not required).

 

Some knowledge of the different national, regional and international agreements and instruments in the field of SALW controls and/or dual-use and arms trade controls is an advantage, as is experience in dealing with the diplomatic community.

 

Contract period

Starting in the beginning of January 2022, or as soon as possible, the contract period will initially last for 2 years, with the option for an extension depending on the candidate’s profile and available funding. The post is full-time. Subject to any restrictions on travel related to the Covid-19 pandemic, the post requires that the candidate becomes a resident in Stockholm, Sweden when employment starts. SIPRI’s research on military spending and arms transfers has been the core of the institute’s work since its foundation in the 1960s. Research on the arms industry was added in the early 1990s. This work is largely based around three comprehensive and open-access databases: the Arms Transfers Database, the Arms Industry Database and the Military Expenditure Database. Main tasks

The Research Assistant will be responsible for helping with data collection work, archiving sources, as well as supporting the implementation of externally funded projects. This work will include but not be limited to locating and entering data, participating in analysis of the data and in writing reports, supporting data launches and dissemination, and taking part in the collective life of the Institute.

The Sahel–West Africa Programme explores the links between security, governance and development in the region by collecting views and perceptions from local populations and engaging with a variety of active stakeholders on these issues. The purpose of the post of Research Assistant and Programme Coordinator in the Sahel–West Africa Programme is to assist the programme management in monitoring the overall budget of the programme’s activities and to contribute to the successful implementation of the activities in close coordination with the (Deputy) Programme Director and the Operations department.

The Programme is specifically interested in recruiting an enthusiastic colleague with experience in project management and working with African partners. The position is based in Stockholm but might involve occasional travel.

Main tasks and responsibilities

The Research Assistant and Programme Coordinator will:

• Support and assist the Programme Director and the Senior Researchers in all dimensions of the work related to budget, outreach activities, partnerships, publications and fundraising;
• Liaise on all these aspects with the partner organizations in West Africa and engage with other researchers and SIPRI departments on the Programme;
• Contribute to monitoring the overall budget of the Programme’s projects in West Africa;
• Report to the main project’s sponsors by:
• Supporting the programme management in planning, internal communication and scheduling of meetings and coordination of meetings with stakeholders;

The Research Assistant and Programme Coordinator will closely work with the Programme Director, the (Senior) Researchers and with other colleagues within the conflict, peace and security research theme and the Institute.

Requirements

The Researcher position

The primary responsibilities of the Researcher are to deliver high-quality research on climate-related security risks and to disseminate research findings. The Researcher will conduct research across the Climate Change and Risk (CCR) Programme’s ongoing projects.

• Designing, conducting, and writing high-quality research;
• Communicating research findings through journal articles, research reports, policy briefs and other outlets – both written and orally;
• Preparing own proposals and contributing to proposals prepared by the cluster;
• Collaborating on issues related to climate-related security risks with other authors within SIPRI and external researchers when relevant;
• Mentoring junior staff, including promoting and disseminating their research;

Requirements

The successful candidate will have the following experience and skills:


• A university degree or degrees, in disciplines and topics relevant to this post (e.g. political science, peace and conflict studies, social science, environment science) to a Master’s degree or Doctoral degree standard;
• At least 2–3 years of experience as a Researcher initiating and carrying out research projects;

The primary responsibility of the Forum Content Manager will be to prepare, execute and report on the Forum together with the Peace and Development Programme Coordinator, under the guidance of the Director of Studies of the Peace and Development research area.

 

The Content Manager/Researcher will be responsible for:


• Preparing the Concept Note for the Forum;
• Preparing the Forum Description and Forum Agenda;
• Execution of the Stockholm Forum on Peace and Development together with the Coordinator of the Peace and Development research area;
• Reporting on the Forum;
• Carrying out consultations with partners, participants and others who work with the Forum, both beforehand as part of preparation and afterwards to assist in assessment;
• Continuously following up on the Forum and feeding lessons learnt into SIPRI’s work throughout the year; and
• Carrying out and disseminating the results of research within the broad remit of the peace and development research area.

 

Requirements

The successful candidate will have as a minimum the following experience:


• PhD, or Masters degree in peace and conflict studies, development studies, political science, international relations, economics, or other related discipline with relevant experience.
• Experience from diplomatic work, external relations, or other forms of international service.
• 4-6 years of work experience relevant for the position.
• Ease of working in oral and written English with further language proficiency a useful advantage.
• Broad knowledge of peacebuilding, conflict and development.

 

Contract period

Main responsibilities
The primary responsibilities of the Research Assistant/Researcher are to: deliver high-quality research on reconstruction, inclusion, and minorities in Iraq; and to support the work of the Researcher in completing project deliverables.
Related specifically to the project, the Research Assistant/Researcher will work closely with a Researcher running the project in the Governance and Society Programme to: (a) manage fieldwork in Iraq; (b) ensure research is inclusive; (c) produce reports on findings; (d) establish relationships with local representatives; (e) liaise with local partners; and (f) convey research results to project partners.
As a Research Assistant/Researcher at SIPRI, the successful candidate will disseminate research; fundraise for research activities; and contribute to a pleasant and intellectually stimulating work environment.

Support the Researcher to complete project deliverables;
Conduct and manage fieldwork in Iraq;

Requirements
The successful candidate should have the following experience:
One year (Research Assistant) or two to three years (Researcher) of experience working on relevant research projects;
A record of publications that is commensurate with the length of time worked in research;
Strong knowledge of issues relating to minorities in northern Iraq and an understanding of Iraq’s wider political landscape;
Good knowledge of the local and international actors working on peacebuilding in Iraq;
A thorough understanding of peacebuilding and reconstruction literature;
A proven ability to work and deliver in small teams; and
Mastery of oral and written English and Arabic, with knowledge of Kurdish being an advantage.

 
Additionally—at the level of Researcher—it is desirable that candidates have:
Experience conducting fieldwork in northern Iraq;
Good knowledge of qualitative interviews and survey techniques; and
A strong network in Nineveh, Iraq.

The post
SIPRI conducts research in three themes – Armament and Disarmament, Conflicts, Peace and Security, Peace and Development – each of which is headed by a Director of Studies (DoS), who is a member of the Institute’s Senior Management Team.  The Peace and Development theme explores the conditions conducive to sustainable development and positive peace, focusing on how policy and practice by governments, international organisations and other actors can contribute to creating the enabling conditions for a lasting peace. It contributes to both research and dialogue in order to inform policy and practice. The research addresses a broad range of topics with multidisciplinary analysis, applying a variety of social science methods. The purpose of the post of Director of Studies is to develop and implement the research strategy for the research theme, which aligns with Institute strategy, and ensure it is adequately resourced and appropriately staffed. In recent years, SIPRI has broadened its focus to a wider understanding of security, exploring the linkages between peace, security and development. In 2016 SIPRI established its CCR Programme. The CCR Programme—which is situated in the Peace and Development study area—pursues research to identify and assess climate-related security risks, and policy actors’ responses to those risks. The overarching goal of the CCR Programme is to identify and understand sources of insecurity linked to a changing climate, prevent and resolve conflicts, and contribute to sustaining peace.

The Researcher position
The primary responsibilities of the Researcher are: (a) to deliver high-quality research on climate-related security risk; and (b) to support the work of the Expert Working Group on Climate-related Security Risks (EWG). We expect an equal proportion of time will be spent between these two responsibilities.

The first major responsibility is dependent on the profile of the Researcher. For example, the Researcher may be oriented towards questions concerning where, when, why and for whom climate-related security risks arise. Alternatively the Researcher may be interested in specific sub-areas of climate change and risk research (e.g. peace and conflict, migration, development and disaster risk reduction) or research on how organizations are able to efficiently respond to those risks.

The second major responsibility is to support the work of the EWG Secretariat. This includes commissioning and guiding research, collaborating with SIPRI’s partners on improving climate risk assessment and risk management strategies, and disseminating high-quality policy relevant knowledge, primarily targeting multilateral organizations. The EWG Secretariat consists of a Director, who guides the political outreach work; a Research Assistant, who supports daily administrative work; and senior advisors, including the SIPRI Director and the Director of SIPRI’s CCR Programme.

Tasks and responsibilities
The Researcher is responsible for:
• Designing, conducting, and writing high-quality research;
• Supporting the work of the EWG Secretariat;
• Communicating research findings through journal articles, research reports, policy briefs and other publications;
• Preparing research proposals and contributing to other proposals prepared within the Peace and Development study area;
• Collaborating on issues related to climate change and risk with other SIPRI Researchers and external Researchers when relevant;
• Mentoring junior staff, including promoting dissemination of their research; and
• Taking part in the collective life of the Institute.

Requirements
The successful candidate will have the following experience and skills:
• A university degree or degrees, in disciplines and topics relevant to this post, at Master or Doctoral level.
• At least 2–3 years of experience as a Researcher initiating and carrying out research projects;
• Strong knowledge of issues relating to climate-related security risks, either more broadly or in-depth in a specific sub-area (e.g. peace and conflict, development, migration, disaster risk reduction or organizational responses);
• Demonstrated knowledge of the multilateral peacebuilindg architecture, preferably the United Nations and/or the European Union;
• Proven ability to work and deliver in small teams; and
• Mastery in both written and spoken English, other languages are highly desirable.

The following qualifications are of advantage:
• Experience in working in multilateral organizations; and
• Sound knowledge on the methodology of integrated climate risk assessments.

Contract period
Starting 1 September 2019, the contract period will initially last two years, with the possibility of extension. The post is full-time. The post requires residence in Stockholm, Sweden. The salary package will be negotiated individually.

SIPRI seeks a Senior Researcher and Deputy Programme Director for its Sahel/West Africa Programme. The successful candidate will actively support the implementation of the projects in the Sahel and West Africa region, with a specific emphasis on Chad and Mali. As Deputy Programme Director, s/he will also coordinate the programme’s other projects and take an active part in reporting activities.

SIPRI’s Sahel/West Africa Programme is a part of SIPRI's Conflict and Peace research area. The programme conducts qualitative and quantitative analyses of key conflict, security and peacebuilding issues affecting the contemporary Sahel and West Africa region. The programme aims to document and understand the dynamics of conflict and peacebuilding at a local level. Based on this understanding, the programme disseminates evidence-based analysis targeted to generate policy impact. For this purpose, the programme works in close cooperation with African civil society organizations, research centres, international NGOs, as well as other external partners. Funding partners of the programme are embassies, European ministries of foreign affairs, the European Union and the Swedish International Development Agency (Sida).

The programme’s work will be conducted, when relevant, in cooperation with other SIPRI programmes and researchers as well as SIPRI’s network of associates and guest researchers.

The Senior Researcher and Deputy Programme Director will work under the guidance of the Programme Director and together with partner organizations in West Africa and the Sahel.

The general responsibilities are the following:
- The implementation of the West African projects in collaboration with SIPRI’s Sahel/West Africa Programme staff, other SIPRI researchers and partner organizations;
- The development of a research and publication strategy (qualitative and quantitative) for the programme;
- Direct engagement with African partner organizations and civil society organizations involved in research and outreach activities;
- Regular contribution to the programme’s research output, including seminar presentations, panel discussions and high-quality research publications;
- Proactive input to the programme’s fundraising plan (identification of coherent themes, possible partnerships and funding opportunities) and grant and proposal writing, including complex applications to multilateral institutions;
- Strategic dissemination of research results through engagement with other relevant actors in order to maximize the projects’ impact and visibility;
- Involvement in the design of programme activities and participation in the collective life of the Institute through seminars, Research Staff Collegium meetings and other collaborative initiatives; and
- Management and mentoring of junior and senior staff.

The role requires fluency in written and spoken English and French. The position is based in Stockholm and involves travels to West Africa and the Sahel.

Requirements
The successful candidate will have the following:
- More than five years of policy-oriented research experience, including initiating and carrying out her/his own research projects within an international environment;
- A record of publications that include qualitative and quantitative analytical components and is commensurate with the length of time worked in research;
- Extensive and broad knowledge of the Sahel/West Africa region;
- Previous project management experience, including reporting and financial responsibilities;
- A sound understanding of project development procedures (log frame, theory of change, etc.);
- A track record of funding acquisition, with attendant proposal and grant writing skills;
- A demonstrated ability to manage researchers and other junior staff;
- Several years working in an international environment with a multinational staff; and
- Fluency in English and French (both written and spoken).
